FINANCIAL AND LEGAL ISSUES:

Seniors are looking for information and support around financial issues such as individual income tax, government benefits, and how to access assistance with medical needs.

For some seniors the dollar is not stretching far enough these days – support around employment and debt management are two other resources to consider.

Seniors in NL have issues meeting their basic-needs such as food (food banks), furniture, and help with utilities.

Seniors are looking for legal resources like how to get a lawyer or obtain information on matters such as wills, power of attorney, and advanced healthcare directives.

The Adult Protection Act protects adults who are at risk of abuse and neglect, and who do not understand or appreciate that risk. Contact your Regional Health Authority at 1-855-376-4957 to report an adult who may be at risk of abuse or neglect and who does not understand or appreciate that risk. No long distance charges will apply. You can report confidentially. Call 911 for emergencies or situations requiring the police.  
AGE-WELL is a national research and innovation network.  A wide range of partners work together to create technologies and services that benefit older adults. They promote the conversion of an idea or invention into a good or service that may satisfy a need or improves a life. Check out this dynamic network.
This website from the Canadian Centre for Elder Law offers a series of educational tools to help seniors protect themselves against fraud. The tools identify some of the most common scams that con artists use these days to target seniors.

Limited quantities of printed products in both official languages will be available at Canada Post, Service Canada and at most Caisse populaire Desjardins outlets. If the documents have run out at these locations, information will be available to tell individuals how to order them by phone or online in their preferred language.  Beginning in 2019, the documents will be available only from the CRA.  Individuals can also  download and print the forms online. Those who want to file on paper and haven’t received a guide and forms book from the CRA by February 26, 2018, can order them at online or call the dedicated telephone lines for ordering forms packages: 1-855-330-3305 (for service in English) or 1-855-330-3310 (for service in French) or check out [the website below] Paper filers who have moved and have not updated their address with the CRA will need to contact the CRA or visit a Canada Post, Service Canada or Caisse populaire Desjardins outlet to get a tax package.
Community volunteer tax preparation clinics are generally offered between February and April each year at various locations. Trained volunteers are available to help seniors fill out income tax forms.  
Newcomers to Canada (immigrants and returning residents) Go to Are you a newcomer to Canada?  If you left another country to settle in Canada, the following information will introduce you to the Canadian tax system and help you to complete your first income tax and benefit return as a resident of Canada. It applies only for the first tax year that you are a new resident of Canada for income tax purposes. After your first tax year in Canada, you are no longer considered a newcomer for income tax purposes.
2017 tax package - Order your tax forms to be mailed from Canada Revenue Agency (CRA) or you can view and print copies of forms and publications.
Canada Revenue Agency Videos for Newcomers Are you a newcomer to Canada? This video shows newcomers how the Canadian tax system works and what Canada does with the taxes we pay. It also gives a quick overview of why a newcomer should file, where to get help when filing taxes, and the resources available so you can learn to prepare and file taxes yourself.  
The Canadian Bankers Association has a special section on their website just for Seniors and there are sections on Powers of Attorney, Frauds, forms of financial abuse and much more. Remember, financial abuse is a violation of YOUR rights. It is not your fault, and you can get help!
Canadian Long-Term Care Insurance is a consumer resource centre for Long Term Care (LTC) education and insurance coverage. We are insurance licensed specialists dedicated to helping consumers determine if they need LTC insurance, assisting them to secure freedom of choice for care, and finding the absolute best value for their insurance dollars.  
The Caregiver Recognition Benefit  simplified how Veterans Affairs Canada (VAC) recognizes and supports caregivers:
  • $1000 monthly, tax free benefit directly to caregivers
  • No time limit to apply
  • Recognition of caregivers support to Veteran
  • Replaced the Family Caregiver Relief Benefit (Federal budget 2017)

CARP is Canada’s largest advocacy association for older Canadians. Formerly known as Canadian Association for Retired Persons, CARP has grown to over 300,000 members. CARP’s mission includes advocating for social change that will bring:

Central Health offers many types of supportive programs and services across the region to provide individuals with the opportunity to live as independently as possible within their community. The focus is on helping individuals get the supports they need to overcome barriers, increase independence, and improve quality of life. Community Support & Residential Services include:

Community Support and Residential Services uses a single entry service model for service delivery.

Consumer Advisories and Alerts webpage that provides a consolidation of information for consumers interested in bad business practices, public advisories, consumer alerts and consumer product recalls. The updated webpage is easy to navigate, giving consumers’ quick access to information to help them make informed choices and protect their health. The webpage will be reviewed and updated regularly to provide additional information and to ensure consumers have access to the most current notifications. This provincial government initiative enhances consumer protection.
Credit Counselling Services of Newfoundland and Labrador have trained Financial Wellness Counsellors to assist people with credit and debt needs. They can provide creditor interventions or assist with retiring debt.
Individuals wishing to get home supports and other benefits, must have a financial assessment. Depending upon a person’s income (how much money you make), Assets like cash on hand or bank accounts, and Expenses like basic living allowance, or rent/mortgage he or she may be required to pay towards the cost of services. Eastern Health may provide a subsidy to the overall cost. NOTE: Individuals must avail of all other funding sources (e.g. private health insurance) prior to requesting and receiving funding from Eastern Health.    
Employment Insurance Compassionate Care Benefits are available to people who have to be away from work temporarily to provide care or support to a family member who is gravely ill with a significant risk of death.

The Canada Revenue Agency's NEW service,  File my Return, will be available for eligible individuals who have low income or a fixed income that remains unchanged from year to year. Those who are eligible will receive an invitation letter in the mail in mid-February 2018. This service is only for a small sampling of Canadians this year.   File My Return uses an automated phone services . It allows all the deductions, benefits and credits the user is eligible for. Beginning on February 26, 2018, the service will run 21 hours a day from 6 am to 3 am, Eastern time, 7 days a week, until April 30, 2018. Individuals with questions about the File my Return service can call the CRA’s individual tax inquiries line at 1-800-959-8281.    
The Financial Consumer Agency of Canada (FCAC) ensures federally regulated financial entities (banks, retail associations and federal trust, loan and insurance companies) obey consumer protection measures, promote financial education and raise consumers’ awareness of their rights and responsibilities.
Questions often asked by people who have to be away from work for a short time (temporarily) to provide care or support to a family member who is seriously ill with a high risk of death within 26 weeks.
Do you know a senior who has not applied for the Guaranteed Income Supplement? This is a monthly, tax-free, benefit paid to seniors who have low income and receive Old Age Security, or OAS. This application is for single or married persons or persons living in a common-law relationship, living in Canada with low income.
This Program gives financial assistance to people who receive the Medical Care Plan (MCP). These MCP beneficiaries  build up a high level of out-of-pocket travel costs to access specialized (MCP) insured medical services. Those services are not available in their immediate area of residence or within the Province. These individuals may receive money to cover their airfare, to stay at a hostel, and for other eligible expenses.

Are you having a problem with provincial government services or programs? The Office of the Citizens’ Representative (OCR) provides a province-wide ombudsman service. The main work of the Citizens’ Representative is to accept complaints from citizens who feel they have been treated unfairly with respect to their contact with government offices and agencies.
The Office of the Seniors' Advocate is an independent office of the House of Assembly of Newfoundland and Labrador.  The Advocate will seek input from seniors in NL. They wil  then determine where seniors believe gaps exist in legislation, policies, programs and services.  Comphrehensive  reviews of gaps (systemic)  will generate recommendations as to how to address those gaps.
Operating at arms length from the Canada Revenue Agency (CRA), the Office of the Taxpayers' Ombudsman (OTO)  enhances CRA's accountability in its service to, and treatment of, taxpayers. OTO reviews individual  service-related complaints and systemic issues related to tax-service rights. Taxpayers should be very careful when they receive a fraudulent communication that claims to be from the CRA. These con artists request the taxpayer's personal information such as a social insurance number, credit card number, bank account number, or passport number. This resource from CRA provides examples of fraudulent communications through phone, online, mail, e-mail, text message. This resource also provides guidelines to the taxpayers to help identify communications not from the CRA .  
Canadian Bankers Association promotes financial literacy to help Canadians make informed financial decisions. The financial literacy program, Your Money Seniors, has three modules: Cash Management, Financial Abuse, and Fraud Prevention
The Provincial Advisory Council on Aging and Seniors (PACAS) is a volunteer council of thirteen individuals from throughout the province. PACAS advises and informs the Provincial Government on issues, concerns, and requirements of older adults. The Council ensures that the Provincial Government considers the perspective of older adults when developing current and future policies for service delivery. This Family Law Online Form Builder will guide you as you create the form(s) you need. Once you have completed your form(s), you will be directed to a web page where your form is available to print. The Seniors and Aging Division works with other government departments and agencies to promote healthy aging across the lifespan. The Division acts as a centre of expertise and knowledge on aging and seniors. The main functions of the Division is are to oversee the implementation of seniors and aging initiatives and adult protection. Goals of the division include: creation of a more age-friendly province; eradication of ageism; and the protection of vulnerable adults who lack the capacity to protect themselves. The Journey Project is a joint initiative of the Public Legal Information Association of NL (PLIAN) and the NL Sexual Assault Crisis and Prevention Centre (NLSACPC) .The goal is to enhance supports for survivors of sexual violence in the justice system. Take Charge NL : Rebates to help you save money and reduce energy. The rebates are on certain energy efficient models only. Tips, products and rebates on appliances, electronics,  heat pumps, thermostats, insulation,  shower heads, lighting, and on home energy evaluations.

Veteran Emergency Fund  The health and well-being of Veterans involves multiple factors that go well beyond the scope of traditional health services and benefits. The new fund would provide Veterans Affairs Canada (VAC) with the flexibility needed to financially assist Veterans and their families quickly and efficiently in their time of urgent need. The Veteran Emergency Fund will be in place to ensure the overall well-being of Veterans and their families as a short-term support mechanism while other longer-term support arrangements are made. It would be available to any Canadian Veteran, or their spouse/common law partner, orphan or survivor living in Canada whose well-being is at risk as a result of an urgent or unexpected situation. Are you a Canadian Armed Forces (CAF) veteran?  Veterans Affairs Canada  provides services for veterans through the The Veterans Independence Program. You may be eligible for:
  • ground maintenance (snow removal),
  • housekeeping (including errand services),
  • personal care,
  • access to nutrition (Meals on Wheels),
  • transportation costs, and
  • home adaptations for qualified veterans who need assistance to stay in their own homes.
  • Nursing home care  provided if needed.
